CALIFORNIA’S SOLAR MANDATE:

How the Golden State is Leading the Way

Toward Clean Energy

1. California’s Climate Goals & Renewable Targets

California has set some of the most ambitious clean energy goals in the nation:

100% clean electricity by 2045, with interim targets of 60% by 2030 and 50% by 2026 per Senate Bill 100  .

• The Global Warming Solutions Act of 2006 (AB 32) mandated emissions reductions; SB 350 and subsequent bills elevated renewable procurement targets for utilities to meet these goals  .

• In real dollars, California utilities must gradually shift to renewables—including solar and wind—to meet 50% by 2030 and full clean generation by 2045.

2. The Solar Mandate for New Homes: Title 24

🏠 Solar Panels Required on All New Residences

Since January 1, 2020, every new single-family home, townhouse, and low-rise multifamily building (three stories or fewer) is required to include solar photovoltaic (PV) panels or participate in approved community-shared solar systems under California’s Title 24 Energy Code, Part 6  .

This step made California the first state in the U.S. to mandate solar installation in new homes  .

🔄 Community Solar Option

In addition to rooftop PV, builders can comply via approved community shared solar generation systems, like programs in SMUD territory—offering flexibility in meeting the mandate  .

California Leads the Way to Clean Energy Adoption

3. Beyond Solar: 2025 Energy Code Enhancements

The upcoming 2025 Building Energy Efficiency Standards (part of Title 24, effective for permits filed January 1, 2026 onwards) introduce additional requirements:

Mandatory heat pumps for space and water heating in new residential buildings (aligning with California’s decarbonization goals)  .

• Expanded solar requirements—solar and battery storage are mandated for certain commercial and assembly buildings (e.g. schools, worship centers, arenas)  .

• Strengthened energy-efficiency measures, ventilation rules, and electrification readiness

4. Zero Net Energy (ZNE) Goals

California initially set a goal in 2008 to reach Zero Net Energy (ZNE) for all new residential construction by 2020, and for commercial buildings by 2030  .

Although the 2020 solar mandate fell short of full ZNE homes, it dramatically increased energy efficiency and solar adoption:

• The 2020 Energy Code, plus solar panels, reduced energy use in typical single-family homes by 53% compared to previous standards, cutting carbon emissions equivalent to removing 115,000 cars from the road per year  .

5. Incentives & Programs Supporting Green Construction

✅ BUILD Incentive Program

The BUILD (Building Initiative for Low‑Emissions Development) program administered by the California Energy Commission provides financial incentives up to $2 million per applicant. Projects are evaluated based on modeled greenhouse gas reductions and utility savings from added PV capacity beyond code  .

💰 Federal & State Incentives

• Developers and homeowners remain eligible for the Federal Investment Tax Credit (ITC)—covering up to 30% of solar install costs.

• Additional state rebates, property tax exemptions on solar installations, and streamlined permitting continue to make solar more affordable  .

6. What This Means for Homeowners and Developers

For Homebuyers & Builders:

• Installing solar on all new builds helps reduce energy bills from day one.

• Long-term energy savings make homes more affordable—especially in high-cost markets like California.

Electrification readiness and heat pumps support healthier, lower-carbon homes.

For Cities & the Grid:

• A growing base of homes with rooftop solar and storage eases reliance on fossil-fueled power plants and supports grid stability.

• Rolling out electric-ready infrastructure accelerates state climate targets and helps cities reduce carbon emissions in building stock.
